Prison Yard Lighting

Rock N Bowl & Ye Olde College Inn have installed "Lighting" along Dublin and Fig. While the neighborhood respects the property owners desire to provide "safe" lighting, this lighting creates a "Prison Yard" feel in the neighborhood. We would like CPC and Code Enforcement and Safety & Permits to look in what can be done to have the owner create more appropriate, less stark lighting options for the business and to determine if the lighting is compliant with city code.

Overflow Parking Options

The lot behind the AutoZone is owned by AutoZone and used and maintained by Landis. NorthWest Carrollton researched ownership and contacted AutoZone Corporate Headquarters. Headquarters didn't realize that this lot had not been sold when the block was subdivided. As soon as they were made aware they took care of the debris and have worked with our commerical neighbors Landis to maintain it. We very much appreciate their quick and ongoing response. Landis supports NorthWest Carrollton's neighborhood watch by sponsoring our Neighborhood Watch.

The lot in front of Helm Paint & Lighting Inc. is not used at night and already provides overflow parking.

"Within one city block at S. Carrollton Ave. and Earhart Blvd. sits a bowling alley, a restaurant, several other structures-- and two duplexes."

"If you took New Orleans and shook it up in a can, you would have this neighborhood," said Jenel Hazlett, president of the Northwest Carrollton Civic Association.

The civic association has come out against the proposed demolition of the duplexes, which are located in the 8100 block of Fig Street.

"Every house in the historic neighborhood is precious to us," Hazlett said.

Preservation reaps benefits: A letter to the editor

If you believe in "teachable moments," then one is certainly going on right here, right now. It has to do with economic development.

The Times-Picayune recently reported on the woes of District E Councilmember Jon Johnson, who can't get a decent grocery store to move into his modern suburban-style district.

Meanwhile across town on old timey Magazine Street, his District A counterpart Susan Guidry is busy quelling a pitched battle between salivating developers and nearby residents over a big-box Walgreens and an expansion of Whole Foods' hours and deliveries.

The lesson here? Preservation is apparently good for business.
Homework assignment for city leaders: zealously revive and protect your old neighborhoods.

Expendable?

How would you feel if someone told you that these houses at 4037 Octavia and 4031 Octavia (at Walmsley) should be torn down? They are not historic. They don't add to the character of the street scape. They are, in a word, expendable.

Well that is essentially what Mr. Blancher has argued at City Hall. These 2 houses on Fig Street are expendable.

Mr. Blancher paid a total of $355,000 for the 8125-27 and 8129-31 Fig Street. The postKatrina damage assessment for each of the properties was less than 20%. These properties were remediated, permitted by the city as rentals and inhabited until Mr. Blancher evicted the tenants. Apparently these houses are expendable, unnecessary, valueless as housing stock and valueless to the neighborhood. Mr. Blancher would rather have vacant lot or an unpaved parking lot because he thinks that this would be better for the neighborhood.

Requests to demolish in this neighborhood must go before the the Neighborhood Conservation District Committee (aka NCDC). At hearings Mr. Blancher indicated that the properties were in poor repair and harbored drug dealers and that he wanted to tear them down to protect his business and his clients and to provide parking.
The story Mr. Blancher weaves on Demo Diva, Simone Bruni's radio show on WGSO about the drug dealing transvestites with Black lights for Crack and Red lights when it's a cat house is better than fiction. But during her Demo Diva interview even the neighbor in the middle of Dublin (whose new Lot next Door abuts the empty corner lot Mr. Blancher owns across the street from Fig requested demolitions) indicated that she had never seen drug dealing from these properties. And she spoke in favor of Mr. Blancher's requested demolition at the NCDC meeting.

NorthWest Carrollton spoke at the NCDC an indicated that the neighborhood was opposed to the demolition of these properties. We have lost a significant amount of housing stock to: postKatrina fire, demolition by neglect, the 2007 Tornado, to illegal demolitions... We'd prefer not to loose any more.

We believe these structures can be saved and become valuable housing stock, just like the houses on Octavia Street. And based on the New Orleans Assessor Website these twin properties were purchased prehousing bust for LESS than what Mr. Blancher paid for practically identical posthousing bust houses on Fig.

The NCDC agreed with us and the issue now goes before City Council.

If it wouldn't be a good idea to allow these houses on Octavia Street to be demolished,

Blancher Properties in NWCCA

The Blancher family owns both the Rock 'N Bowl and Ye Olde College Inn and we welcome their investment in our neighborhood. The Blanchers also own a number of properties in the 8100 block of Fig Street and the 2900 Block of Carrollton Avenue.

Some are being used as urban gardens. The neighborhood welcomes these additions.

Some have shipping containers that have been used as storage buildings for quite some time.
Then there was one ......... Container
According to city agencies, using shipping containers as storage units or even having a garage is not allowed without an accompanying home on the residential property. Some at City Hall indicate that shipping containers are not allowed in residential neighborhoods for longer than 6 months. Others at City Hall seem to think that these rules are malleable (but we're unable to determine what this malleabilty is based on).

I know there are lots of Rock 'N Bowl and Ye Olde fans out there. And rightfully so. But ask yourself: Is this the kind of commercial encroachment that you would want to see in your backyard?

And now tell me that it is OK to demolish these houses and eliminate the streetscape.

We've already lot almost a city block of houses to a fire immediately PostKatrina. We lost more houses in the February 2007 tornado. Now tell me that we should willingly let these houses be demolished.

We don't think we should which is why right now a representative from NorthWest Carrollton is speaking at "the demolition committee" meeting (NCDC) at City Hall against allowing the demolition of these buildings.

Wednesday 16-Feb-2011 NorthWest Carrollton had a general neighborhood meeting. One of the concerns raised at the meeting was the illegal parking on the residential lots on Carrollton.

There are cars lined up on property line of the lot at 2924 S. Carrollton Ave.
This is a residential lot.
This kind of parking is being repeated most nights Thursday - Sunday.

We would like to have NOPD ticket the vehicles. We have done what we can to advise the owners and the car owners that the neighborhood will not tolerate turning a residential lot into a parking lot, up to and including having the City's Department of Safety & Permits send a letter to the property owners indicating that the zoning of the lots they had purchased did not allow for commercial use. Our attempts have fallen on deaf ears. Unfortunately the only thing left to do at this point is to ask law enforcement to step in.

S&W Board has been busy on Fig Street. The large hole is now paved over. Unfortunately the leak is still there. This is NOT rainwater. This is a leak.

The section of the block closer to Carrollton and across the street from Ye Olde College Inn also has some lovely work.

Please note that sand and gravel have been spread over what was a lovely algae covered hole.

Please note the leak is still here too.

Please note how the sand is piled up so that when it rains it is going to wash into the drain and totally block it up so that one day when the leaks are repaired what we will have instead is a backed up drain and a still flooded street!!!!!

Please see the photo of Ms. Robinson who lives in the 8100 Block of Fig.

Her home was destroyed by fire, rebuilt and now she is living in a block where S&W Board has torn up the street and not repaired serious leaks and where a SHIPPING CONTAINER, is masquerading, apparently with the current permission of the city, as a "garage" and being used for COMMERCIAL STORAGE in a residentially zoned neighborhood on the Historic Register.

Please ask yourself if you would want your family members to have to put up with this kind of "progress"?

Blancher on neighborhood groups & Rock 'N Bowl

Take a look at a recent March 30th WWL interview

Apparently the Blanchers are upset because the City Planning Commission told them that they have to be in compliance with existing Inner City Corridor Ordinance for Carrollton Ave.

So instead of having a flat, bleak, hot parking lot with no trees (which was what was in the original plans) they are being required to plant trees and shrubs in the parking area. And this is blamed on the neighborhood group. The fact that the ordinance requiring landscaping existed BEFORE the Blanchers bought the property or started work on the Rock 'N Bowl or before the neighborhood organization existed doesn't come up in the discussion.

It seems that Mr. Blancher thinks that he should be allowed to do whatever he wants however he wants to do it. Rules aren't necessary for the good guys like John.

Lighten up John. What you don't seem to appreciate is how great it is to have NorthWest Carrollton watching your back and to be a part of the next coolest neighborhood in New Orleans. Whether you realize it or not we are VERY HAPPY to have the Rock 'N Bowl in the 'hood. We just wish you would have called it the Rock 'N Bowl and not MidCity Lanes. You're not in MidCity any more! Home of the Rock 'n Bowl - NOT MID-CITY

In case you were not aware the Rock 'n Bowl is coming to NorthWest Carrollton.
We are THRILLED.

Unfortunately the Carrollton side of the Rock 'n Bowl is painted with a logo that says "Mid-City Lanes". This section of New Orleans is NOT Mid-City. It's at the very edge of Carrrollton and solidly INSIDE the boundaries of NorthWest Carrollton.

I loved the painted logo on the original and actual Mid-City Lanes. I love a painted logo on the Rock 'n Bowl's new location. I just wish that the ROCK 'N BOWL part was larger and that instead of Mid-City Lanes we could have gotten the bowling pin or pins.

We've worked too hard to have the historic character of our CARROLLTON neighborhood recognized and valued to have the Rock 'N Bowl confuse people. It's a shame our newest neighbors don't realize just how strong their influence in the neighborhood and to the neighborhood could be.
