New Orleans and Drainage

It's a SYSTEM. It doesn't work when too many parts are broken.
And lots of parts are broken, above and beyond the pumps and the turbines.
Catch Basins not kept clean by the people who live on the street.
Catch Basins not mucked out by the city.
The city paving such that very little space is left for water to get into the Catch Basins.
People consistently breaking the laws like:
Littering which blocks up the Catch Basins,
Blowing leaf litter and grass cuttings into the storm drains,
Parking on the greenspace between the sidewalk and the street which grinds off the grass and lets dirt flow into the Catch Basins and reduces the ability of the compacted ground to absorb, and, if parked on, can damage the catch basins,
Paving front yards,
Over paving period.
And things not done that do help absorb water like:
Planting trees,
Holding water on your property whether it's taking advantage of deep Arts and Crafts eaves to live without gutters so the water doesn't run straight to the street or rain barrels and rain gardens,
Using new technology to create more permeable surfaces.
When we forget it's a SYSTEM and we allow incompetence and malfeasance we get what we got.

Catch Basins and Leaf Blowers

Is it legal to use a leaf blower to blow leaf litter and grass cuttings into the street?
NO!  
and if you don't believe me, below is the ordinance prohibiting this practice. 

Please remind your friends and neighbors who use yard maintenance contractors so that this practice does not occur.  And if you do it yourself, you should probably cut that out.
Sec. 66-287. - Sweeping from premises and sidewalks to be taken up.
The owner, his agent or occupant, of all premises shall be responsible to take up or cause to be taken up all aggregate sweeping of garbage, trash, litter, grass cuttings, leaves and all other waste materials from the premises, sidewalks and abutting property including the space between the property line and the curbline in front, extending 1½ feet from the curbline into the street or roadway and in the rear and alongside thereof of such premises owned or occupied so that such sweepings shall not under any circumstances reach the drains, gutters, streets or roadways. The owner, his agent, or occupant shall be responsible to have all sweepings placed into containers sufficient to prevent such sweeping from being scattered by the wind and placed out on the days designated for collection.
(Code 1956, § 28-19)

Sec. 66-287.1. - Use of leaf blowers to transfer or direct debris to public drains prohibited.
(1)
Definitions.
Leaf blower. A mechanical, battery-operated or gasoline-powered device which projects pressurized air forward to cause movement of leaves, grass or other debris commonly associated with grass cutting, lawn care, gardening or yard maintenance activities.
Public drain. Includes catch basins or gutters located parallel to public rights-of-way, open segments of city subsurface drainage conduits, flood control and water path canals or drains located on public property and incorporated into the public infrastructure for wastewater management or scipening.
(2)
Use of leaf blower to impede or restrict drainage or water flow prohibited. Use of leaf blower for private or commercial use in any manner which causes or results in the transfer, movement or directing of grass, leaves, yard debris, debris derived from yard maintenance, lawn care or any activities whereby debris is accumulated and projected to public drains or results in impeded water flow of public drains or restricts the public designated purpose of such drains is prohibited by law. Violators shall be subject to citation or administrative adjudication by duly authorized code enforcement officers or duly authorized law enforcement officers.

How does drainage work in NorthWest Carrollton

"1830s-1850s Steam-powered, wooden paddle wheeled draining machine at Dublin used to drain the upriver communities. Claiborne is the limit of development. Beyond Claiborne are the backswamps."

It is amazing that this is still how the area is thought of, anything North of Claiborne and West of Carrollton is thought of as "not as good" as the rest of the area.   Living in this section of town we don't think it is true but we do recognize the tendency for this to be the way it is presented.

Healthy Catch Basins and 311

This is what a healthy catch basin looks like:
Greenspace not parked on,
Trees,
Clear of debris,
And most importantly: FLOWING.

If you see a catch basin surrounded by water today it is either because:
it is the lowest spot in the area (note the area in the background),
it is blocked and you can clear the blockage (and why not littering is important),
Or the city needs to MUCK out the catch basin.

Today is the day to do this assessment in your neighborhood.
If you see a problem be specific with the street address and call it in to 311
or better yet send a photo and an email to 311@nola.gov.
You don't see the problem when it's dry.

Kudos to my neighbors who
Cleaned out the catch basin,
Cleaned off the street in front of the catch basin including edging the grassy area and then added bricks to keep the edges clean and the water FLOWING.

This street does not have a CURB installed by the city.

Hold On...I'm coming...Hold on... Recovery Roads Repair coming in 2016

Monticello Canal .... options.... but no dollars

"Rainfall should be diverted out of Uptown via the Mississippi River instead of carrying it all the way to Lake Pontchartrain, and major drainage ditches like the Monticello Canal should be expanded into interior floodplains and water-storage features, according to two recommendations that illustrate how New Orleans should be better managing its water instead of just pumping it away."

Costco construction to the left of us, SELA to the right

NorthWest Carrollton is centrally located... and that's good.

But the Construction at Carrollton and Palmetto to improve the streetscape....
is going to be fun for the next few months.  Thank goodness they waited until school was out before kicking it up a notch.  Check out Uptown Messenger for details.

Obstacle Course in 2400 Block of Dante

This fun run is located in the 2400 block of Dante one block off of Claiborne toward Earhart. Obstacle is a large pile of asphalt that was dug up and left to resettle in the middle of a very narrow street The other is a pothole. They are so close to each other that anyone driving in this area has to stop, go angle one way to get around one and then stop and angle the other way to get around the other.  There is no way that this block is the 2 way street. Cars have to wait at one end of the block for the other one to get through this obstacle course before they can pass.  And the pile of asphalt is very near the corner of Claiborne making the turn off of Claiborne onto Dante more dangerous than it should be.
This same block suffered from repeat Sewerage & Water Board repairs and at one point was essentially a dirt road.  With the traffic reroutes going on because of the SELA project on Claiborne this mess really need to be *permanently* addressed.

Town Hall Meeting with SW&B + Department of Public Works

Mark Jernigan, Director of Public Works and Joseph Becker , General Superintendent SW&B will be on hand to provide updates on the status of infrastructure improvements in the Carrollton Area.

The Town Hall meeting will held on Monday April 22, 2013 at 6:00PM at St. Mary’s Dominican High School – 77091 Walmsley Avenue.

Secured parking will be available at the rear of the School which can be accessed from Burdette Street.

Access to the meeting is hall is from the Rear parking area.

Security will be present during the event.

Claiborne Traffic Advisory - for 2 YEARS!

TRAFFIC ADVISORY

Beginning Monday, September 17, 2012 the westbound lanes of South Claiborne Avenue will be closed between Cambronne Street in Orleans Parish and Dakin Street in Jefferson Parish.

Traffic will be detoured for the next two years to the eastbound side of South Claiborne Avenue while contractors working for the Corps of Engineers and the Sewerage and Water Board construct a new drainage canal on South Claiborne Avenue.

Good Day Charon:

Subsequent to our conversation on Saturday at the Town Hall Meeting and a VM I left in the recent 1/2 hour, I am forwarding you the email chain regarding the catch basins we spoke about. As Ms. St. Martin indicates in her email, I have been working on this for the neighborhood for over three years. The problem has become insurmountable since the addition of the Roberts Market/Walgreens construction due to them being built up and the additional water flowing into Dublin and Nelson Streets. Please see listed catch basin below. In addition, I have also attached photographs of the areas effected by these non-functioning catch basins.
Please email me back, or call me directly to let you know that you are in receipt of my request and with follow-up information on whether these have ever been on the "schedule" or when they will.
I thank you for your time. It has been most difficult and exasperating to deal with DPW. I am hoping for better under the new management team.

The email exchange below was forwarded for me to you, by Ms. St. Martin, yet I still have not heard back from anyone at Public Works, nor have the issues been addressed. I would like to know when the catch basins will be cleaned. The rain this week caused substantial flooding and was primarily due to the 6 of the 8 basins listed below that have not drained since pre Katrina. I have spent countless hours documenting the flooding and sending emails to the Public Works office...yes, when Mr. Mendoza was there...unfortunately, I received the same response as the one I have gotten from you. Nothing.

After yesterdays' rain, I am writing to ask that you have the following catch basins cleaned immediately. I have written to you and Mr. Medoza (I am aware he is no longer with the city offices) about these many times in the past and still have not gotten anything done. The area is flooding EVERY time it rains, no matter how fast or how hard the rain comes down. This is not due to the fact that the pumps can not handle the rain, as there are two drains that work...the ones listed below have NEVER drained and were NEVER cleaned after Katrina. I spend time cleaning the outside areas and have asked Roberts market in assisting me with the ones that surround their property. We will be working on this today.

In my previous emails sent to you in the past several years, I have also attached photos. If you feel these are still necessary to get this issue addressed, please do not hesitate to ask and I will provide them.

Monticello Canal July 20, 2012

This is a before set of photos. Rain fell at a rate of 1 - 3 inches per hour for hours.
We were lucky and most of the rain fell in the French Quarter and Bywater, Mid City and Chalmette

We'll put up another set of photos after another sure to come rainstorm
in a few years when the SELA Projects which will funnel more water into both the Palmetto Canal and the Monticello Canal at faster rates are completed.

SELA Meeting with S&W Team - Claiborne Project

This Community Meeting is on Monday July 16, 2012 at 6:30PM
in the Sanctuary of Central St. Matthews United Church of Christ,

The Community Meeting is an event for all residents in the Carrollton Area and residents of South Claiborne Avenue.  This is an informational and discussion event.
