Community Forum on Climate & Equity for District A

Hollygrove Neighbors Association invites you to
the Community Forum on Climate & Equity for District A
on October 11, 2018, 10 AM to 12 PM,
at the Carrollton Hollygrove Senior Center,
3300 Hamilton Street.

At this meeting we'll have an honest discussion on how climate change impacts our daily lives in New Orleans and the city's climate action plan. The truth is, we're going to have to make a few changes to ensure the brightest future for our children and grandchildren. It's going to be up to us to make sure those changes are fair and beneficial to our neighborhoods.
The forum will also highlight the work of local groups making great strides to strengthen our neighborhoods and our city. Leaders working to develop small businesses, create more transportation options, reduce waste, and balance our energy systems will join us as we develop our vision for a resilient New Orleans.

Zoning Ordinance Meeting

We are up against a City Hall deadline to send in our comments on the Proposed Zoning Ordinance before November 30, 2013.
The City had a public presentation and a Q&A of the proposed Zoning Ordinance last week.  Some of us were present.

Some of the proposed changes have an influence on the quality of life in the Carrollton Area.

Please go to this CPC website http://www.nola.gov/city-planning/comprehensive-zoning-ordinance/.  This 575 page document will give you a lot of details.

Some of the most important changes in favor of residents is the Citizen input and storm water management issues (paving of yards, etc).

When adopted anyone needing a variance must meet with neighborhood before they submit to the City.

Please become familiar and attend a meeting to hear and discuss some of the issues with other Carrollton residents .

This not a meeting organized by the City and may not have people from City Hall.

This is a meeting to develop consensus and exchange opinions of what we all understand the new rules will / may be / what we may wish to have CPC change.

Transfer Tax - a VOTE FOR is actually a vote AGAINST Transfer Tax

Transfer Tax - Nov. 19th Ballot

If you vote "No" the tax will be implemented!

Reminder - 98% of the people in Louisiana are NOT familiar with this tax
on the ballot for Nov. 19 . This is a tax that both buyers and sellers of
a home in Louisiana will pay
at the time of sale of their home if this tax
is ever passed . As an example, if you sell your home for $250,000, both
buyer and seller will each pay to Louisiana $4,925.00 as a transfer tax.
And, if this tax is ever passed, it would most likely be raised again in
subsequent years.

This is the tricky part: Most people who are not aware of this tax will
just click "NO" on the ballot thinking they are voting against the tax.
But, they will then be voting FOR the tax. The Amendment starts out with
"To prevent....tax" so vote "FOR "

Voting "YES" prohibits any new real estate transfer taxes in the state.
(Orleans parish already has a transfer tax). Voters must vote "YES" which
means "stay tax free".

We would encourage everyone who lives in Louisiana to go to the following
website: http://www.staytaxfree.com/ On the home page there is a
calculator that figures the tax you will pay at closing if this tax is
ever passed.

This is an excellent website with great info. This website is sponsored by
the Louisiana Realtors Assn which is our watchdog for new taxes. I hope
everyone will look at this site and figure what their tax to Louisiana
could be just for buying or selling a home . You are just one click away.
http://www.staytaxfree.com/

Please pass on to your families and friends who live in Louisiana and
probably know nothing about this tax.

Real Estate Assessment Appeal Hearings

Real Estate Assessment Appeal Hearings For
Orleans Parish Property Owners To Begin Friday

NEW ORLEANS, LA- September 11, 2013 - Orleans Parish property owners appealing 2014 property tax assessments begin scheduled hearings this week at the Lindy C. Boggs International Conference Center at the University of New Orleans, 2045 Lakeshore Drive. The first set of hearings begin Friday, September 13, 2013. The property assessment appeal process is a function of the New Orleans City Council, acting in its capacity as the Orleans Parish Board of Review.

To ensure an accountable, efficient and citizen-friendly public process, the Council advertised a request for proposals to out-source the assessment appeal hearing process. To allow for additional hearing and document space and to accommodate parking as well as access to public transit, the comprehensive process was moved to the Lindy C. Boggs International Conference Center at UNO. The streamlined appeal system is designed to take a property owner approximately 20 minutes to complete.

Council Chief of Staff Evelyn Pugh said, "The Council felt strongly that the property assessment appeal hearing process should be fair and citizen-friendly. We took the hearings out of City Hall to streamline the process and cut wait times."

This week property owners began receiving hearing notification by mail. The hearing notification letter, was addressed to the property owner, and came from the New Orleans City Council, acting in its capacity as the Orleans Parish Board of Review. Annually, real estate assessments are opened and subject to review by the Orleans Parish Assessor. Property owners are advised that the most expedient and effective method to handle a disputed real estate property tax assessment is to negotiate a mutually acceptable resolution with the Assessor. Should that become impossible, state law, provides a hearing process by which property owners can appeal their property tax assessments.

Hearing officers are expected to hear more than 1,200 Orleans Parish property assessment appeals. To comply with state law, the appeal process must end by October 20, 2013. HGI Catastrophe Services, LLC, was selected following an advertisement of a Request for Proposal by the City Council to provide recommendations to the Board of Review and assist in the processing of Orleans Parish property tax assessment appeals through the hearing process.

Dr. Michael White will be the featured speaker at a presentation on the history of jazz on the north shore. (NOLA.com | The Times-Picayune)

Music lovers in St. Tammany have an opportunity to listen and learn about the relationship of the north shore of Lake Pontchartrain to the development of jazz as a unique form of American music.

Noted jazz clarinetist and historian Michael White will give a lecture performance on the History of Jazz in Mandeville on June 1, 11 a.m. at the Dew Drop Jazz and Social Hall, 430 Lamarque St. in Mandeville. The event is sponsored by the city of Mandeville and the New Orleans Jazz and Heritage Festival Foundation, and is free to the public.

White is a well-known jazz musician from New Orleans with more than 11 CDs, most recently “Adventures in New Orleans Jazz, Part 2” on Basin Street Records. He not only writes about the history of jazz, but also is related to some of the historic jazz musicians who figure in that history - namely bassist Papa John Joseph who played with Buddy Bolton, a frequent artist in the early days of the Dew Drop; and clarinetists Willie Joseph and Earl Fouche.

White has written essays on New Orleans’ musical traditions and his works have been published in the Journal of American History, Cultural Vistas, The Jazz Archivist, “Encyclopedia of the Harlem Renaissance,” “Seeking Higher Ground” and “Triumph of the Soul.” He’s served as a consultant for the New Orleans Jazz and Heritage Festival since 1995.

He was named Humanist of the Year in 2010 by the Louisiana Endowment for the Humanities and in 2008 received the National Endowment for the Arts National Heritage Fellowship. He’s a resident artist at the Lincoln Center for the Performing Arts in New York and is a professor of Spanish and African American Music at Xavier University in New Orleans.

The lecture performance will discuss the jazz connection between New Orleans and Mandeville, the role of Social and Benevolent clubs, and the community roots of this musical genre.

Blue Ribbons in Palmer Park

Wondering what those blue ribbons are all about in Palmer Park??

The New Orleans Children's Advocacy Center helped to spread awareness about stopping the epidemic of child abuse with the help of wonderful volunteers from Gulf Coast area College Alpha Phi Omega members. They volunteered as a part of their Conference over the weekend of April 6th at Tulane University. Look for these ribbons throughout April and check out facts about child abuse on each ribbon. All ribbons were donated by Gordon's of Metairie. Ribbons were tied with permission of the New Orleans Parks and Parkways Department.
