Most crime goes unreported by its victims. Both the City of New Orleans and the State of Louisiana lead their respective jurisdictions in the highest per-capita homicide rates hands down! No matter what you may hear from some law enforcement administrators, predatory crime is alive and well in New Orleans. Self protection and avoidance is the one source of defensive-crime knowledge that is with you at all times. Wives, daughters, coeds and girlfriends tend to need personal safety recognition and awareness because of their elevated vulnerability during hours of darkness.
